Solicitation for Offers ("SFO") 

The District of Columbia’s Office of Property Management (OPM) is seeking information and qualifications on buildings that meet the following criteria for the Child and Family Service Administration (CFSA).  This public agency protects child victims and children that are at risk for abuse or neglect.  CFSA is organized into several offices and administrations which provide four basic functions; child protective services, supportive family services, foster care, and permanence.  These functions are developed into a series of programs and are implemented by CFSA’s many offices and administrations.  Offered space must be contiguous within the building.

  • Space Requirement: 175,000 to 185,000 RSF
  • Term: 10 or more years with a possible option to buy
  • Commencement:  1st Quarter 2010 (DC government fiscal quarter is October to December)
  • Use:  General Office Use
  • Delineated Area:  Within 2,000 feet of a Metro Station
  • Parking:  Parking must be available on a ratio of 1/1500 RSF.
  • Rent:  Please state the rent on a full service basis per rentable square foot.
  • Purchase Option:  If landlord is willing to provide a purchase option, please provide relevant terms.
  • Condition of Space:  Please describe in detail the condition of the space such as: Shell; Awaiting Tenant Build-Out; New; and/or Some Improvements in Place.
  • Additional Considerations:  Proximity to client population and potential economic development impact may be considered in the award of this lease.
  • Deadline:  Offers must be submitted by September 1, 2008.
 
Interested and/or authorized individuals with qualifying properties must complete OPM’s Lessor’s Proposed Annual Costs Statement (DC OPM Form S-101*), Proposal to Lease Space (DC OPM Form S-102 TIA*), and Conditions for Applying to Solicitation and Offeror's Acknowledgement (DC OPM Form S-103*).
