Solicitation for Offers ("SFO") 

The District of Columbia’s Office of Property Management (OPM) is seeking information and qualifications on buildings that meet the following criteria.  OPM’s mission is to support the District Government through strategic real estate management, construction and facilities management.  Offered space must be contiguous within the building.

  • Space Requirement: 130,000 to 200,000 RSF;
  • Term: 10 or more years;
  • Commencement: 1st Quarter, 2010;
  • Use:  General office use by District agencies;
  • Delineated Area:  Within 2,000 feet of a Metro station;
  • Parking:  Parking must be available on a ratio of 1/1500 RSF;
  • Rent:  State as a shell rent over lease term;
  • Tenant Improvement Allowance:  Submissions must include a market rate tenant improvement allowance;
  • Operating Expenses:  Complete DC OPM Form S-101* to establish base amount, which will be subject to CPI increases;
  • Real Estate Taxes:  Complete DC OPM Form S-101* and attach current real estate tax statement;
  • Condition of Space:  Describe in detail the condition of the space such as: Shell; Awaiting Tenant Build-Out; New; and/or Some Improvements in Place;
  • Test Fit: It will be a condition of any Best and Final Offer that the offeror provide a test-fit using programming data provided by OPM;
  • Deadline: June 5, 2009 no later than 5pm EDT
Interested and/or authorized individuals with qualifying properties must complete OPM’s Lessor’s Proposed Annual Costs Statement (DC OPM Form S-101*), Proposal to Lease Space (DC OPM Form S-102 TIA*), and Conditions for Applying to Solicitation and Offeror's Acknowledgement (DC OPM Form S-103*).
 
A successful offeror will be expected to enter into a lease with the District using OPM’s standard lease forms: Award of Lease (DC OPM Form L-100*), Accepted Proposal to Lease Space (DC OPM Form L-102 TIA*), Lessor’s Annual Cost Statement (DC OPM Form L-101*), In Lease Defined Terms (DC OPM Form L-103*), and In Lease Standard Clauses (DC OPM Form L-104*).
 
All proposals should clearly reference Solicitation No. OPM-SFO-IN-2009-2 and be returned to Chafula Abdullah.  All forms are required and should be delivered to:
