Spencer Davis began his professional career with an educational background in mechanical and electrical engineering together with certifications in the areas of International Building Codes and Safety Management. Spencer has received certifications in OSHA Safety Management and International Building Codes. With over twelve years experience in construction, project management and property management, Spencer is best recognized for his exceptional talents in problem solving, negotiation, communication, and strong customer-friendly service.
Using these skills as the Deputy Administrator of Facilities, Spencer successfully directed his team to achieve numerous accomplishments including: the completion of more than 3,100 service requests per year, significant reductions in service response times, 40% reduction in overtime, and the successful workload balancing of four skilled craft areas: boiler operations/HVAC, plumbing, carpentry, and office support staff. In 2008 Spencer was promoted to the position of Deputy Director of the Facilities Division.
Prior to joining the government of the District of Columbia, Spencer worked as an Assistant Project Executive for Clark Realty Builders, in Bethesda Maryland where he directed the daily operations of a $440 million military housing project.
As Senior Project Manager for Paragon Builders in South Carolina, Spencer was directly responsible for project cost analysis, subcontractor selection and management, site preparation, materials management and safety supervision.
Spencer is actively involved in professional organizations including the National Forum of Black Public Administrators.
