Biography
Wilbur C. Giles
Deputy Director Contracting and Procurement

Mr. Wilbur C. Giles serves as Deputy Director of Contracting and Procurement for the Government of the District of Columbia Department of Real Estate Services (DRES). In this role, he has principal responsibility for the District’s horizontal construction projects. With a combined background in business operations and construction administration, he brings more than 30 years of professional experience to the position.

Most recently, Mr. Giles served as OCP's Chief-of-Staff where he oversaw the day-to-day operations of the agency. He also worked to develop a culture of transformation across all areas of the agency while strengthening the labor-management partnership.

Before joining the District government, Mr. Giles served as a career military officer in the US Army for over 20 years, retiring at the rank of Lieutenant Colonel. He has also held the position of Chair of the Military Science Department at Morgan State University in Baltimore, Maryland. Mr. Giles served as Director of the Business Services and Facilities Operations Division for Baltimore City Public Schools where he was instrumental in improving the overall operations of the school system including the Capital Improvement Program.

Mr. Giles is a graduate of Morgan State University. He holds a Master’s degree from Webster University in St. Louis, MO. He also attended the prestigious United States Army Command and General Staff College in Kansas City, KS.
